Queensland Government invites proposals for SAP finance technical upgrade

The Queensland Government is seeking tender proposals for a project designed to upgrade its SAP Finance systems to bring them onto vendor-supported versions.

The scope of the project includes a technical upgrade of the Rest of Government (roG) SAP Finance systems, including SAP ECC, Portal, Business Warehouse, XI, GRC, and Solution Manager, as well as moving to Queensland Shared Services (QSS) supplied infrastructure, based on SQL/Windows.

The roG Finance platform currently services 21 agencies and 4 statutory authorities.

While the tender documents state that the upgraded platform “will form the basis for optimising business improvement with innovative finance-related tools”, the key objective is to move Queensland Government systems from older versions such as 4.6C and ECC5, identified as “at-risk systems” in the 2012 ICT audit onto a single, more modern version that will be under vendor support.

QSS is considering two delivery models for the project: in the first, QSS will serve as the systems integrator, supported by multiple service providers including the internal CITEC division and one external implementation partner, while in the second model, an external implementation partner will be the systems integrator and have accountability for delivery.

Tenders close on Friday 5 August 2016, with the contract expected to commence from September 2016.
