SAP ANZ has won a Federal Government tender to provide software for the Department of Finance and Deregulation’s Central Budget Management System (CBMS), though specifics – including the exact value of the contract – were as of today still unconfirmed by SAP.
As the core whole-of-government ICT system underpinning budget and financial management, the CBMS is responsible for the recording of government decisions, annual estimates updates, monthly estimates profiles, appropriation and cash management, and monthly and annual reporting.
According to the Federal Government, the current system is reaching the end of its useful life, and the upgrade is expected to enhance access to accurate information to guide economic and fiscal management, provide more responsive and flexible policy analysis of program performance, and offer the ability to deliver new initiatives such as Operation Sunlight in a more cost effective and timely manner with increased confidence in the integrity of the data.
Draft requirements released last year during the tender process specified that the new software must meet 80 per cent of the Government’s budget and financial operations in standard guise.
