Working on a sizable budget of AU$8.5 million, the Western Australian Government has committed to creating a modern HR system for WA Health, including a phased trial of time management, HR, and payroll program delivered by qualified vendors.
The first phase of the HR Management Information System (HRMIS) replacement program of Western Australia’s health system kick-started in September 2020. The initial phase intended to shortlist suppliers that can take part in proof-of-concept testing to identify the best-suited HR solution that can improve workforce reporting and planning capability. The replacement program also entails the migration of data to the proposed new system.
“A modern and contemporary HR system will enable better workforce planning in response to the changing health needs of the WA community. This process will enable us to identify a prospective solution that will help inform our ability to deliver the best healthcare services, at the right time, by the right people,” said WA Health Minister Roger Cook in a public release last year.
This initiative is aligned with the 2019 Sustainable Health Review’s recommendation on investing in a system-wide integrated workforce information system to support workforce planning and a sustainable health system.
Testing Deloitte’s HR and Payroll Program
Today, WA Health’s proof-of-concept testing has progressed by selecting global systems integrator Deloitte to run a trial of an HR and payroll program leveraging SAP solutions. Under the contract, Deloitte will be utilising technologies from SAP SuccessFactors and UKG (Ultimate Kronos Group), a US HR software vendor, to test the proposed platform in a series of simulated HR and payroll activities from April to September 2021.
“I am pleased we are another step closer to identifying a modern and contemporary HR system that meets the various needs of our clinical and corporate workforce providing essential healthcare services across our vast State,” Cook said in the announcement.
“This is a significant commitment and investment to transform and improve the WA health system payroll and HR systems. Undertaking a proof of concept process will enable us to test the practicality and feasibility of the proposed system to ensure it is fit for purpose,” he emphasised.
Deloitte’s proposed integrated HR system will be assessed according to the following requirements of the WA health system:
- the capability to integrate information including payroll, HR, learning management, and rostering;
- the ability to provide Health Service Providers with access to system-wide data to improve reporting, governance, and planning capability; and
- the ability for WA health system employees to conveniently access their information about shifts, leave, and pays, securely on their own devices.
Selected staff at Royal Perth Hospital, Broome Health Campus and Derby Hospital will participate in the Deloitte proof-of-concept testing.
