Deloitte Australia and SAP won the multi-year contract for Western Australia Health’s human resource system overhaul slated to go live in 2025.

Western Australia Health is proceeding with its human resource system modernisation project under a hefty $220m contract with SAP and Deloitte Australia. The development of a new human resource management information system (HRMIS) came after WA Health’s proof-of-concept testing for an HR and payroll program leveraging technologies from SAP SuccessFactors and UKG (Ultimate Kronos Group) from April -September 2021 in partnership with global systems integrator Deloitte Australia.

Under the agreement, Deloitte will be working on $166.5 million for the design and build as well as testing and deployment of a new HRMIS to be rolled out by June 2025. The deal with the SAP partner extends up to 20 years with Deloitte providing support services for the HR system application. WA Health signed SAP for a $53.3 million licensing agreement for the HR, payroll, and rostering software subscription to last up to 10 years.

“Looking forward to the partnership with Department of Health (WA Health) to provide a better digital experience for their employees. The integrated HMRIS will support an agile workforce to better respond to the changing health needs of the WA community,” Jill Popelka, President at SAP SuccessFactors wrote in LinkedIn.

“Assets and Alliances are two crucial elements of our transformation agenda. They enable us to collaborate, scale, differentiate and innovate to deliver great outcomes for our clients, and this is a perfect example. Well done to all involved in this important work,” said Dennis Krallis, Chief Transformation Officer at Deloitte in LinkedIn.

Deloitte Australia and SAP Delivering a Modern HR System

Leveraging a subscription-based software service, the modern HRMIS is anticipated to offer maximum flexibility in accordance with The Digital Strategy for the Western Australian Government 2021-2025 (the Digital Strategy), which focuses on delivering convenient and secured online services backed by quality data insights to the community and businesses in the state.

Detailing about Western Australia’s Digital Strategy, Honourable Stephen N Dawson, MLC, Minister for Emergency Services; Innovation and ICT; Medical Research; Volunteering, has earlier said:

“This will be driven by new whole of government capabilities enabling the delivery of seamless digital services, and a public sector workforce with strong technology skills and the right internal capabilities to deliver convenient, smart, and secure services for all Western Australians. The Digital Strategy is ambitious and exciting. It will deliver the WA Government’s vision for digital reform, and progress Western Australia towards a more secure, sustainable, and inclusive digital future.”

In line with the WA’s goal of accelerating digital transformation, the new HRMIS design will be digitising HR forms, automating processes, and delivering enhanced digital user experience to WA health’s employees. The modern HR system, which encompasses various HR key processes including payroll, rostering, and leave entitlements, will offer over 54,000 employees of the department easy and secure access to their HR-related data via personal devices.

“Having a contemporary, system-wide HRMIS will have significant benefits for the WA health system and will deliver a key recommendation of the 2019 Sustainable Health Review to improve workforce planning, compliance, and reporting capability,” stated the WA government.

WA’s Health Support Service (HSS) will be working with Deloitte Australia for the development and go-live of the new HRMIS.
